Bright bags and off the shoulder blouses is the fashion for Summer 2009 according to About.Com and I have to say yes! I like the look and I have some of the off the shoulder blouses all ready. I have been on the fence with the bright bags, I bought my pink Juicy Couture but my new bag is a “cloth patchwork”. I guess it could be considered bright but I think they mean a shout out color.
